RESPONSIBILITIES:
Under the overall supervision of Sector Commander,the Deputy Sector Commander will have overall operational and administrative responsibility for all Sector Operations and Support Services. The Deputy Sector Commander will assist Sector Commander in the creation of conditions durable for peace in the Sector. She/he will be responsible for ensuring implementation of the Doha Document for Peace in Darfur (DDPD) and other subsequent agreements. The Deputy Sector Commander willSupport the implementation of the MoU with the Government of Sudan Police and the implementation of the community policing programmes. The Deputy Sector Commander will be responsible, but not limited to, the performance of the following duties:

• Develop and strengthen close collaboration with the leadership of Government of Sudan Police, other Law Enforcement Agencies and stakeholders in the sector for the effective and efficient implementation of Doha Document for Peace in Darfur (DDPD) Police related task including support for the overall protection of civilians.
• AssistGovernment of Sudan Police leadership, regional administration, other law enforcement agencies and relevant Stakeholders at command levelon coordination of general security, operational planning and enhancement of rule of law through policy development and implementation of community policingin the region.
• Provide consistent advice, good mentorship and trainingto the Government of Sudan regional and county levels, team sites, state policeand other relevant stakeholders in the area of management, finance, administration training logistics community policing, etc.
• Identify and advice onthe gaps in operational capabilities and resource requirements in the region for the cost effective and efficient mobilization of resources toward execution of mandated tasks and delivery of protection needs for United Nations Assets, personnel and the people of Darfur.
• Provide advice and mentorship to the regional police command on the development and communication of effective operational planning, ability to analyze operational plans and to make appropriate operational decisions.
• Provide advice, mentor and train the regional police command on the development of crime prevention policies and strategies to effectively deal with all crime related situations.
• Provide support to and mentor the regional police command on assets management and coordination with UNCTs and other donners.

• Coordinate with Formed Police Units on deployment and supervise police operational activities through providing strategic advice in the delivery of humanitarian assistance to Internally Displaced communities.
• Collaborate with UN agencies and mission stakeholders for implementation and support for joint programme planning, operations and management of resources in close consultation with Government of Sudan police.
• Coordinate with UNAMID Police Leadership through the Sector Commander and for effective performance management frameworks including oversights for enhancement of human and utilization of physical resources deployed in the sector.
• Facilitate Police operational readiness activities in coordination with mission stakeholders particularly UNDSS for security;ensuring coordinated evacuation exercises for the welfare and safety police personnel.
• Act as Sector Commander in his/her absence ensuring leadership, succession planning and smooth administration of all mandated activities in the sector.
• Perform any additional duties assigned by the Police Commissioner/Deputy Police Commissioner through Sector Commander in fulfillment of UNAMID’s mandate.

QUALIFICATIONS:
Education:Advanced university degree (Master’s degree or equivalent) in one or more of the following disciplines: Law, Criminal Justice Administration, International Relations, Business or Public Administration, Political Science, DevelopmentStudies (particularly in law enforcement)or other relevant field. A first level university degree with a combination of relevant professional level experience in law enforcement, including police management, may be accepted in lieu of the advanced university degree. Completion of advance training for command/senior staff is highly desirable. Graduation from a certified police academy or other law enforcement training institution is required.
Work Experience: At least 7 years (9 years in absence of advanced university degree) of progressive and active relevant service/experience both at the field and regional/district headquarters level, including direct supervisory/command experience, experience in organizational management, strategic planning, and administration related to project development and management of police / security agency. Peacekeeping or other international experience in the UN or other organizations is desired.
Rank:Rank required for a P4 is Lieutenant-Colonel/Superintendent or other service equivalent or higher.
Languages: English and French are the working languages of the UN. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language (Arabic) is an advantage.
